Initiatives for an autonomous and deinstitutionalised life for the elderly - Nuova Roma 3

The project includes a series of infrastructural investments aimed at preventing the institutionalisation of the elderly by providing them with innovative housing and equipment. The aim is to enable the elderly to maintain an autonomous and independent life, with access to home services, which ensure continuity of care. The socio-medical care model will provide simplified pathways for access to services and multidimensional and integrated care.

One of the main strategies will be the strengthening of territorial domiciliary services, with the creation of networks covering groups of flats not integrated in a structure. This will allow the elderly to remain in their own area, receiving the services required to meet their needs.
Alternatively, the Service Local Areas (Ambiti Territoriali di Servizio, ATS) may propose the gradual redevelopment of public residential facilities into groups of independent flats.

The use of home automation, telemedicine and remote monitoring elements will help to improve the effectiveness of the intervention, enabling constant supervision and timely assistance.

Activities will involve 260 elderly beneficiaries through the following projects: “CO.abiti_AMO”, “Nuova Roma 3”, “Ristrutturiamo Casa Giada”, “Casa Vittoria”, “Stiamo insieme anche se..”.

PINQuA: demolition of the former Don Calabria Educational Institute and reconstruction of a complex of public housing, Social Housing, Co-Housing, ancillary services, car parks, open spaces and public green areas - Municipality XIV

The proposal envisages the construction of a public housing, social housing, and co-housing complex with accommodations to be allocated temporarily on the basis of the rotation principle. It is necessary to demolish the existing school building, that is in a serious state of neglect and decay, acknowledging that it cannot be recovered. The project takes into account the principle of reducing soil consumption. It is planned to have a gross usable surface of 5,813 sq. m. (close to that of the existing building of 5,216 sq. m.), and a covered area of 2,140 sq. m., which is significantly smaller than that occupied by the building to be demolished (3,245 sq. m.).

The ground floor will be used for public services such as a day centre for elderly people, a toy library, a neighbourhood lab/observatory, a space for entertainment activities and a centre for cultural activities.

Public car parks, greenery and open spaces are planned for the outdoor area, to encourage socialisation processes and establish a direct relationship between the living space and the public space of relevance. A new cycle path will connect the area to the metro station. This will include a section of street lighting and the paving of a road section connecting to the consular route.

PINQuA: Urban and building regeneration of the social housing division R5 A, Tor Bella Monaca

R5 division is dedicated exclusively to residential construction and has a high housing density. The intervention concerns the central courtyard that counts 414 accommodations and approximately 1,240 inhabitants. The buildings have a constant section and form a line, and vary in height from six to seven storeys. This layout configures a courtyard for public use of 11,000 square metres.

The aim of the intervention is the energy efficiency, technological and seismic improvement of all buildings in order to increase their performance and ensure a comfortable indoor environment. An increase of at least two energy classes is expected through interventions on the building envelope. The adopted technical solutions will allow efficient interventions, taking into account the need for residents to continue to remain in the flats.

More significant improvements are planned for the ground floor and first floor on Via dell'Archeologia, with the aim of providing direct access to the buildings from the street.Floors will undergo a redefinition of housing types and the integration of collective spaces and services for the neighbourhood, in order to foster the social and economic development of the community.
Furthermore, the construction of a cycle path with a total length of 1.8 km is planned, offering new routes for cycling.

The intervention will involve disused properties to create spaces for social and cultural activities, promoting local employment and collaborative management of public assets. The project envisages an increase in services and neighbourhood commerce, through the introduction of new socio-cultural centres, free Wi-Fi zones, as well as a new State Police headquarters, a Post Office and a Pharmacy. Metal fences will be removed to improve accessibility to open spaces and integration of existing sports facilities. The construction of this linear gymnasium will promote social inclusion and sport. There are also plans to complete the Sports Park in Via Maroi with a new multi-purpose facility requested by the citizens of the municipality. The project will involve the regeneration of open spaces that connect the city to the countryside, improving the quality of life and the surrounding environment.

PINQuA Porto Fluviale Rec House

The project aims to:

  • recover a listed property, renovating an abandoned building, without land consumption and in order to achieve sustainability and densification;
  • increase the social housing asset;
  • reduce housing deprivation through a process of social integration of housing occupation;
  • create new public space;
  • use innovative management methods;
  • activate a participatory process;
  • boost “diversity”.

The scope of intervention is the building and social recovery of a former military base in Rome, declared an asset of historical-artistic interest by the Italian Ministry for Cultural Heritage and Activities and for Tourism (MIBACT) and owned by the Italian Air Force, which makes it available through the cultural federalism procedure.

The building has been occupied by 56 families from 13 different countries since 2003. The project intends to maintain the community, already integrated in the life of the neighbourhood and already active in the co-design phase, through a Special Tender (Bando Speciale) in compliance with the requirements for access to Public Housing and the notice of co-design for common spaces. The roof will host a photovoltaic garden that will enable the activation of an energy community. The courtyard will be transformed into a public square accessible to the neighbourhood, in which the following services will be activated: a market with items coming from local sources, an anti-violence centre, intergenerational and technological-digital collective and community uses for distance teaching and technology transfer.

In order to enhance existing activities, spaces for handcrafts, circus training and dance will be implemented. A tea room and a sustainable mobility centre, connected to the cycle path to the metro station, will be included.

The building, a single storey with a covered area of 968.5 square metres and a total volume of 2343.6 cubic metres, is the subject of a project that complies with the Municipality of Rome's directives on energy efficiency and renewable energy sources. Notable features include the building's single-storey design, moderately sloping roofs, the use of glued laminated timber for the visible structures of the entrance porch and the curtain plugging. The outdoor spaces will be protected by pergolas and outdoor furniture, made of natural materials such as wood and stone, harmoniously blending in with the surroundings. The inner courtyard will provide natural lighting and visual connections to the outdoors. Pedestrian and vehicular access will be separate, with a large space covered by glued laminated timber beams leading to the entrance.
The outdoor spaces will be fenced off to ensure the safety of the children. The façades will be characterised by alternating exposed masonry and large windows.Internally, the organisation will revolve around an interior patio that will serve as a shared space for meetings and collective activities. The building will house three teaching units, with capacity for 60 children, comprising teaching, rest and toilet areas. The load-bearing structures will be made of reinforced concrete, while the roofs will use Canadian tiles. The installations will incorporate energy-saving solutions, such as lighting and building management systems, radiant floors, solar panels for hot water and heat pumps for summer cooling. The outdoor areas will be provided with native plants and shaded areas to optimise comfort during the summer season. The fencing of the area will consist of a 2 metre high galvanised iron gate, placed on retaining walls or a concrete dividing wall along the boundary of the plot.
