Next-generation 5G small cell telecommunications systems

The Guidelines for the 2021-2026 mandate, approved by Rome’s Capitoline Assembly at the end of the current Council’s post, involve a commitment to build 5G small cell infrastructure, with the aim of enabling Smart City services and promoting the digitisation of the Public Administration.

 The initiative, intended to create mission-critical communication systems and deploy IoT devices to improve urban security management, will create engagement with public and private parties through Public/Private Partnerships. The telecommunications market has a clear interest in the initiative, which resulted in a public/private partnership proposal presented in November 2022 by an economic party operating as a neutral host. The proposal includes Wi-Fi coverage and the positioning of 2,000 video surveillance cameras and around 1,800 environmental quality sensors. The proposal was declared of public interest in March 2023, following a public invitation to tender for the selection of the economic operator. The 25-year agreement was signed in December 2023. Currently, the contract is in the executive stage, with works having commenced in the first half of 2024. The infrastructure is expected to be completed in mid-2026.

Functional Upgrading and Securing of the “Palenco” preschool - Giovanni Palombini School District

The project proposal concerns the "Infanzia Palenco” preschool – G. Palombini School District in Via L. Palenco 60, built in the 1980s with a load-bearing structure in reinforced concrete, a flat roof that is partly accessible and perimeter plugging made of hollow brickwork and plaster. The area outside the building, bordering the Aguzzano Urban Park, features a large front courtyard, areas for sports activities and green spaces.
The building is in need of radical building renovation. In particular, the structure houses on the ground floor a single active nursery section with 27 children, a kitchen and a canteen that are currently unused, a gymnasium that is currently closed, numerous classrooms that are not usable, as well as large common areas such as the theatre, the atrium and laboratories. Some investigations of the floors revealed initial problems with cracking and widespread plaster detachment. The areas affected by the described phenomena were closed. Access to the gymnasium, which is affected by some seepage, was also closed. The first floor is currently vacant and in need of maintenance. On the ground floor, six classrooms will be recovered for the preschool with an increase of 116 children. The project envisages the construction of several sections to house a nursery for approximately 20-30 children, in order to create a new 0-6 educational centre. The offices will remain on the ground floor, while some common activities and teaching laboratories will be located on the first floor.
All interventions will be aimed at achieving a seismic risk index greater than 0.8 and will also aim to improve the current energy performance.

Functional Upgrading and Safety of the "Fabio Filzi" Preschool and Bridge Section

The intervention concerns a 1930s building that is part of a school complex consisting of three buildings: Nursery school, preschool and caretaker's house.
The building consists of a ground floor and a first floor with a total height of 10.50 m. The first floor, which is currently disused, was previously used for office activities. The two preschool and nursery activities “bridge section 24-36 months” occupy the entire ground floor of the building. The common entrance hall is characterised by a small space, which is inadequate to accommodate children and parents. Nearby there is a small office room.
Specifically, the interventions aim to achieve better spatial connections (accessibility for children and parents) and structural and plant improvements (fire protection, electrical, plumbing, air conditioning, etc.). The interventions will be aimed at achieving a seismic risk index greater than 0.8.
The project proposal is to increase the current capacity from 64 to 100 children.

"Regina Margherita" School Complex located at Via Madonna dell'Orto 2, for seismic improvement, safety and fire protection upgrading works

The main objective of the project is to ensure a safe educational environment for students and school staff through a series of interventions aimed at seismic improvement, safety and fire retrofitting of the building.
With regard to seismic improvement, work will be carried out to make the building more resistant to seismic stress. Modifications will be made to the structure of the building to increase its capacity to withstand the forces generated by an earthquake, thus reducing the risks for the direct beneficiaries.
In relation to safety, the alarm systems will be further enhanced to ensure that communication and evacuation procedures are carried out correctly in the event of an emergency.
Finally, measures will be taken to adapt the building to fire safety.

“Elsa Morante” Primary School (formerly Istituto 4 Novembre) located in Via Alessandro Volta 41 for seismic improvement, safety upgrading and adaptation to fire safety regulations

The project concerns the “ELSA MORANTE” primary school in Via Alessandro Volta 41. The main objective is to improve the building's seismic resistance, ensuring the safety of students and school staff in the event of an earthquake: for this, a series of structural interventions are planned that will make the building more resistant to seismic stress. The project also includes measures to secure the building and adapt it to current fire regulations. The school environment will therefore be protected from potential fire hazards, and the presence of adequate escape routes and modern fire-fighting equipment will be ensured. Thanks to these interventions, the educational environment will be safe and provide the peace and quiet necessary for learning and development.

School canteen for the Istituto Comprensivo Alessandro Magno located in Rome, Via Oscar Ghiglia

The project aims to solve the limited capacity of the existing canteen, which currently has around 50 seats for refreshments, compared to the 350 pupils present. The aim of the proposal is to construct a new building dedicated exclusively to the canteen, in order to reduce the number of canteen shifts. In addition to the construction of the new canteen, there are plans to build a covered walkway connecting the new building to the existing school.
The building will be located within an area owned by the Municipality of Rome, which is currently used as a car park and intended to serve the school district. The structure of the new building will be built with a solid reinforced concrete load-bearing structure and perimeter walls. The plugging will be carried out with the aim of ensuring maximum efficiency. From the plant engineering point of view, the installation of air conditioning, electrical, water and sanitation systems and sewage and clear water disposal will be planned.

Redevelopment of the Villa Ada Park

The project focuses on the Valle della Sughereta in Villa Ada Park, where plans include cleaning the central canal, replacing the small bridges, and creating a permeable pavement made of stabilized tuff. Finally, the Lago dei Savoia basin has been restored and will be enhanced with blue-flowered plants, evoking the presence of water. Subsequently, a future assessment will determine the feasibility of restoring the lake, as outlined in the Park Utilization Plan, drafted following the acquisition of the last private section of the villa into public heritage. The information panels with historical-naturalistic insights placed at the entrances and inside the park are being created.

Archaeological Monumental Site - Caelian Archaeological Park: completion of the Forma Urbis Museum and Vitruvian Garden, adaptation of the Salvi House and redevelopment of access to the Claudianum

In the context of an overall and comprehensive redevelopment, also from an environmental point of view, of the Caelian archaeological park, four new interventions financed by  Jubilee funds are planned:

1) an exhibition space dedicated to the Caelian will be created in the Forma Urbis Museum building, the starting point of the routes of the district;

2) the Vitruvian Garden will be completed, which will become both an open-air museum and the hub of a cultural route with new services for the public;

3) the Casina del Salvi will be returned to the public. The complete restoration of the building will be carried out, along with ensuring full accessibility (including the design of a lift on the right side of the building), and it will be equipped with additional sanitary facilities and spaces for storing archaeological materials. The building is generally in good condition, given its recent renovation and public opening with the Study Room on the first floor and the Café on the terrace level. However, it is necessary to carry out a check of the electrical systems and a systematic review of the fixtures, doors, and windows in the basement level. Furthermore, any issues related to dampness in the basement rooms will be assessed, followed by the necessary remediation;

4) access to the Claudianum will be upgraded, making a spectacular route accessible to large numbers of tourists. 

The four areas of intervention aim at an overall recovery of the full potential of this central area of the capital.

Redevelopment of road and tourist signs

The reorganisation project for the city of Rome is under development and aims to improve mobility and orientation for pedestrians, cyclists, and motorists. The interventions will be divided into several phases:

  • Survey and analysis of existing road signs, with a focus on tourist and place-name signs;
  • Maintenance and cleaning of existing signage, eliminating those that are unnecessary;
  • Design of specialised itineraries for pilgrims and visitors on the occasion of the 2025 Jubilee, identifying points of interest and thematic itineraries;
  • Improvement of bicycle paths and creation of additional connections among them;
  • Installation of interactive digital signage that connects with mobile devices to provide information on itineraries and places of interest.

The project aims to simplify the mobility and experience of visitors as well as the signage and orientation system for residents.

Working site considered partially closed and operating at the beginning of the Jubilee Year.
