Autonomy paths for people with disabilities - A modo Tuo: Via Gemmano 12 (Vitinia)

TThe project will be developed through three lines of activities aimed at fostering autonomy and inclusion through customised solutions and job opportunities:

  • definition and activation of the individualised project: in this phase, various interventions will be defined to foster the autonomy of people with disabilities. The individual project will identify the objectives to be achieved, outlining a path to promote living and working autonomy, taking into account the specific needs of each individual.
  • housing: the second line of activities will focus on the adaptation of living spaces, the implementation of home automation technologies and remote assistance. Each flat can accommodate a maximum of six people. The housing projects, consisting of one or two flat groups, may involve between 7 and 10 people. Each home will be customised and equipped with tools and technologies that facilitate remote interaction, providing specific solutions according to the needs of each participant;
  • employment: the third line of activities will focus on the development of digital skills in order to facilitate the employment of people with disabilities. Job opportunities will be enhanced through specific training courses and the acquisition of skills in digital technologies.

Strengthening of the out-of-hospital rescue system with instrumental and technological equipment

During the Jubilee Year, it is essential that the out-of-hospital emergency system is fully operational and efficient throughout the regional territory. Therefore, it is planned to adapt and improve the technological equipment of ARES 118. 

The measures will include: the integration of the technological equipment of the rescue vehicles acquired during the Jubilee into the basic configuration; the implementation of the technological instrumentation of the field equipment necessary to ensure the treatment, stabilisation and monitoring of the patients taken in charge.

In addition to the acquisition of new electro-medical equipment, the purchase of semi-automatic defibrillators – AEDs – to be distributed in the most affluent areas of the city of Rome and connected to the health emergency operations centre in order to increase the levels of cardiac protection of the city.

In addition, the purchase of:

  • an application, in addition to the software currently used in the central office, in order to digitalise this phase of the rescue and transmit the data to the operations centre and the hospital facilities where the patients are taken;
  • a telemedicine and teleconsultation software capable of connecting in real time the rescue vehicles operating in the area with the centre and hospitals. In this way, the doctors at the operations centre will be able to remotely monitor the vital parameters of the patients and will be able to intervene to support the crews;
  •  equipment for the training of health personnel using high-performance and capillary methods.

INCLUSION

Strengthening of the out-of-hospital rescue system with the purchase of rescue vehicles, patient support vehicles and field equipment

The Jubilee Year will bring a significant increase in tourist flows for the city of Rome and the entire Lazio Region, making it necessary to extend, update and modernise the technological equipment of ARES 118. 

The main planned activities will include:

- the purchase of new rescue vehicles, such as ambulances and nontransporting EMS vehicles, for the enhancement of the ARES 118 fleet, which will be used to satisfy daily activities, inter-hospital transport and medical modules;

- the purchase of field equipment for advanced medical points on a tent (PMA), intended for the first initial treatment and stabilisation of patients, with an endowment of 8-10 equipped beds, and for field decontamination units (UNIDEC), intended for patients contaminated by nuclear, biological, chemical and radiological agents;

- the purchase of new logistical support means (vans, lorries, pickups, equipped campers) necessary for the deployment and operation of field equipment.

Restructuring, rationalisation of emergency routes and upgrading of equipment in the Sant'Andrea Hospital's Emergency Department

The renovation of the Emergency Department at the Sant'Andrea Hospital in Rome includes the relocation of the Gynaecology, Paediatrics and Ophthalmology clinics and the redesign of the Nuclear Medicine Department.

The intervention also aims to provide:

- 6 medical monitors for 65", high-definition and high-resolution images, to improve surgical performance in the operating theatre;

- 45 portable medical systems for the administration of therapies to patients;

- 280 beds for hospitalisation;

- 1 portable radiology system with digital detector and dedicated mobile stand;

- 1 First Aid CT scanner;

- 1 new 3T NMR.

Restructuring, rationalisation of emergency routes and upgrading of the equipment of the Emergency Department of the Umberto I Polyclinic Hospital

The redevelopment project of the Emergency Department of the Umberto I Polyclinic Hospital involves adaptation and maintenance of the building and includes the purchase of new equipment, with the aim of making the structure more efficient and in line with the needs of the patients.

The adaptation works concern:

  • Restructuring and rationalisation of the external corridors connecting the operating theatres of the EAD and of the emergency diagnostic department, located in building 4 on the basement floor, in order to improve the routes in the event of emergencies and a possible massive influx of injured people. An equipment store will also be built; 
  • The complete renovation of the outpatient centre 2 of the Emergency Department, located on the ground floor of building 4, in order to improve emergency health care and to adapt the rooms technologically and normatively; 
  • The partial renovation of the outpatient centre 1 of the Emergency Department, located on the ground floor of building 4, to improve pre- and post-triage expectations with the rationalisation of spaces and technologies; 
  • The complete renovation of the former emergency laboratory, located on the ground floor of building 4, for the construction of the minor code boxes and the rooms for the "psychiatric codes".

With regard to electro-medical equipment, the purchase of new technologies to replace obsolete or outdated equipment, and the integration of the current equipment in order to ensure continuity of assistance and resolve any critical situations.

Renovation of the premises and upgrading of the equipment of the Emergency Department of the San Giovanni Addolorata Hospital

The interventions, which have already begun, involve the redesigning of the internal spaces of the Emergency Department of the San Giovanni Addolorata Hospital and include extraordinary maintenance, renovation and the purchase of new equipment.

The extraordinary maintenance works concern: 

  • The continuation of the securing of the façades of the San Giovanni Hospital Centre, with particular reference to the front view and the replacement of the windows, as identified by the procedure for the prevention of suicide; 
  • The separation of the paths of patients who need diagnostic tests through the creation of 3 different appropriate reception and waiting paths;
  • The plant upgrading of the High Intensity Area Emergency Department, the redistribution of related spaces and the modernisation of the now obsolete electrical systems. In particular, it is necessary to enhance the MV distribution of the inner ring and the LV distribution with specific reference to the uninterruptible power supply (UPS) and related QEBTs. 

New equipment includes:

  • Diagnostic imaging equipment by means of trocostratigraphy, a handheld radioscopy device, ultrasound and similar equipment;
  • Vital support and monitoring technologies for the Resuscitation Centre and intensive care such as new lung ventilators, a new monitoring system, ICU bedside medical PCs, monitors; 
  • Equipment for the surgical unit, including a large repeater monitor for haemodynamics, operating tables, medical PCs dedicated to operating theatres and hardware and software systems for the integration of biomedical technologies.

Expansion of the Outpatient Centre of the San Camillo Hospital in Rome

The project concerns the extension of the Outpatient Centre, which houses the Paediatric Emergency Department and the emergency surgical department, to cope with the increasing number of patients and reduce overcrowding. The intervention includes the addition of 24 ordinary hospital beds for patients awaiting hospitalisation and the seismic adaptation of the underlying structures, in accordance with technical construction regulations.

Extraordinary maintenance of electrical systems and purchase of new equipment for the G.B. Grassi Hospital

ASL Roma 3 has planned a series of extraordinary maintenance interventions aimed at adapting the electrical systems of the "G.B. Grassi Hospital”. The works concern the electrical systems (electrical cabinets and general panels) and emergency systems (generators and UPS systems), in addition to the refrigeration plant, the refrigeration units, the Air Handling Unit (AHU) and the air conditioning systems. Further works are also planned, depending on the availability of funds, such as the refurbishment of the building's roofs, the redevelopment of some departments, including Histopathology and Mortuary Chamber, and the completion of the perinatal network. The purchase of electro-medical and computer equipment, healthcare furniture and medical transport vehicles is also planned.

Construction of a new room in the Interventional Radiology Department of the Sant'Eugenio Hospital Centre

The intervention, within the Interventional Radiology Department, in Building B, Body A of the Sant'Eugenio Hospital Centre, involves the construction of a room for the installation of an angiography device. The main works required for the preparation and equipping of the premises include: the consolidation of the floors and supporting structures, the construction of a new safety staircase, the execution of the electrical and mechanical plant works for the creation of a new power line starting from the transformation cabin, the supply and installation of the electrical panel of the machinery, the installation of the air conditioning and air treatment system.

The Hospital Centre also provides for the installation of a new 256-layer CT scanner, which will replace the current 64-layer scanner and improve the hospital's diagnostic capacity. The operation includes a series of complementary interventions: the renovation of the installation site, the replacement of the electrical panel, the revision of the air conditioning, lighting and medical gas systems, the execution of proteximetric works. In addition to these improvements, a high-end ecotomograph equipped with 5 probes and monitoring stations capable of monitoring up to 24 beds will be purchased.

SUSTAINABILITY

Completion, recovery and enhancement of Rupicole Park

The Rupicole Park project includes the creation of a system of accessible and inclusive paths, designed to ensure usability for all citizens, with adaptation to the needs of users with disabilities. In addition, new trees - mainly deciduous - will be planned to provide natural shade and improve environmental comfort. Fences will not be erected in the open areas of the Park's perimeter, so as not to interrupt the free passage and at the same time to promote the sense of belonging of the inhabitants.
