Extraordinary maintenance of the municipal road network - Municipality II

In view of the Jubilee 2025, Roma Capitale is organising maintenance and improvement works on both main and local roads in order to facilitate the movement of pilgrims and tourists throughout the city. This programme involves all 15 municipalities of Rome, each responsible for the resurfacing of the roads under its jurisdiction, with a special focus on connecting axes. The investment will be equally distributed among the municipalities and interventions will be allocated through a centralised tender to ensure uniformity and consistency. The maintenance will include resurfacing the bituminous conglomerate paving, cleaning the drains for rainwater disposal, restoring road markings and maintaining the areas adjacent to the roads.

Caput Mundi: Casa Calda tower and complex: restoration and consolidation

The project plans on a wide range of interventions for the improvement and renewal of existing structures. Some of the main objectives include:

  • Structural consolidation: measures will be taken to strengthen and consolidate structures, ensuring their stability;
  • Conservative renovation and restoration of surfaces: repair and restoration works will be carried out on surfaces such as masonry and floors, with the aim of preserving their historical and aesthetic integrity;
  • Re-roofing of farmhouses 1 and 2: works will be carried out to replace or repair the roof of farmhouse 1, while the roof of farmhouse 2 will be overhauled or, if necessary, re-roofed to ensure safe and adequate coverage;
  • Sewerage system: an efficient sewerage system will be installed to ensure the correct disposal of waste water and to improve the general health and hygiene of the area;
  • Overhaul or renovation of technological systems: checks will be carried out and, if necessary, overhaul or renovation made on the technological systems, such as the electrical or heating system, to ensure the correct functioning and safety of each space;
  • Fencing renovation: the fence will be replaced or repaired to ensure the delimitation and safety of the area;
  • Educational setting up: spaces dedicated to educational equipment will be created, such as explanatory panels, multimedia devices, or interactive installations, to offer visitors an engaging educational experience that facilitates understanding and appreciation of the site.

These interventions aim to preserve, improve, and enhance the area, allowing visitors to fully enjoy its historical, artistic, and educational value.

Upgrading of green areas in historic villas - Villa Doria Pamphilj

The projects wants to enhance and upgrade Villa Doria Pamphilj, the biggest park in Rome measuring 184 hectares. 

Extraordinary maintenance interventions will be about:

  • Scope 1: park internal circulation

 The main intervention involves floor resurfacing with a new layer in stabilised pozzolana with hydrated lime. An important issue to consider is the management of rainwater and the reduction of surface erosion of street gutters and kerbs. Different interventions are planned depending on the case. In canale del Giglio, the projects aims to renovate the paving in opus signinum. The project also aims to renovate the fountain (already planned, but it is not the subject of this work). 

These interventions will complete the redevelopment of this area that will be useful for citizens. The project includes the construction of drainage works at critical points to improve rainwater management and reduce erosion.

  • Scope 2: the historical pinewood

The park has recently been attacked by the pine shoot beetle (Tomicus destruens) and the Scale insects (Toumeyella parvicornis). This poses a serious threat to both visitor safety and the landscape.  The redevelopment project of the historical pinewood aims to cut down all pines trees that are most affected by pests. In order to ensure a partial substitution of already existing trees, it has been decided to start cutting down trees that already had crowns that were significantly dried out. New trees will be planted to complement ones that have been cut down and to integrate the previous ones.

  • Scope 3: the rows of holm oaks 

The intervention will take place along the Avenue of the Monument to fallen French soldiers and the Casino Algardi Avenue. Currently, these avenues are discontinuous and have various critical issues. The aim of the redevelopment project is to restore the continuity of the holm oak rows and their landscape value. This will be achieved by replacing plants that are in poor phytosanitary condition and planting new trees in the available spaces.

  • Scope 4: the holm oak park located in the western part of the cricket pitch

The redevelopment project of the holm oak park aims to plant new holm oaks trees in lower density areas, in order to have a more uniform coverage while also increasing the uneven-aged character of the topsoil. 

  • Scope 5: urban furniture installation 

The project aims to enhance the use and accessibility of the eastern part of Villa Pamphilj by installing urban furniture. The furniture mentioned involves: benches, picnic tables, bicycle racks, information boards and signposts, as well as the creation of a play area with various types of play equipment. 

  • Scope 6: Fontana del Giglio hedge

The project aims to restore the hedge that surrounded the Fontana del Giglio and the pool underneath. To achieve the aim, the infesting vegetation will be removed, a safety wooden fence will be installed, and new Phillyrea angustifolia plants will be planted.

In addition to the above-mentioned interventions, the Capitoline Superintendence (“Caput Mundi” project) is planning restoration activities on several historical buildings and artefacts in the park. These include: Villa Vecchia; Nineteenth-century Monumental Greenhouses; Fontana del Giglio; Legnara; Villino Corsini; Arch of the Four Winds; Monument to the French fallen soldiers.

Realisation of primary urbanisation networks in Finocchio

This activity involves the installation of drinking water supply and sewerage networks in the Fontana Rotta - Forma Rotta area.

Regarding sewerage, it is important to note that installation work has been successfully completed in the following streets: Via Fontana del Finocchio and Via Fontana Rotta-Pantano. In addition, further implementation is planned in Via Zafferi and Giammoro.

Regarding the water system, installation work has been successfully completed in the following streets: Via Casale del Finocchio, Via Boccadifalco, Via Casale Corvio and Via Fontana Candida. Work is also planned to be scheduled for the installation of water mains in Via Fontana Candida, Via di Forma Rotta, Via Giammoro and Via Zafferia.

This intervention represents a significant initiative aimed at providing essential services to area residents.

Sewage treatment plant in Tragliatella

The construction of the sewage treatment plant is crucial to the proper functioning of the sewage system in Tragliatella. This project is part of AceaATO2 S.p.a.'s investment plan, which also includes the rehabilitation and upgrading of the sewerage system in the area. Currently, the sewage treatment plant is nearing completion. To accelerate the progress of the redevelopment program in the area, the Capitol has allocated about 1.16 million in 2023. These funds are aimed at completing the existing sewer system in the southeastern area, connecting it to the Tragliatella sewage treatment plant.

Plan for upgrading of tunnels and underpasses

Over the past year, an extensive plan to improve underpasses, tunnels and subterranean walkways in the urban area has been initiated. The plan included a series of activities to improve its quality, including cleaning the walls, renovating hydraulic drainage systems, restoring street signs, upgrading lighting, and cleaning and decorating operations in cooperation with Ama, the municipal environmental company.

Special attention was paid to cleaning the walls and restoring their colour, ensuring greater safety for motorists and pedestrians. 

Interventions were carried out in several areas, including:

  • Galleria Ignazio Guidi (known as the Muro Torto), which also saw pavement improvements;
  • Nuova Circonvallazione Interna (NCI orbital road), with pavement upgrading managed by Anas;
  • Sassia underpass, also with pavement improvements;
  • Galleria Giovanni XIII, on which a tutor-type speed control system has been installed;
  • Galleria Fleming.

In total, about 8 kilometres of infrastructure, including underpasses and tunnels, were upgraded. This project contributes significantly to the improvement of local road infrastructure, increasing the safety and efficiency of road traffic.

Conservative restoration of Ponte Risorgimento

The intervention concerns the consolidation and conservative restoration of Ponte Risorgimento and its access walkways. This architectural work is subject to historical constraints.  Given the importance of the structure, diagnostic analyses on the coating and in-depth studies to define the exact colour of the final finish were carried out – in collaboration with the protection bodies.

The intervention focuses particularly on consolidating the internal and external structures of the bridge and improving the pavements by installing basalt slabs, a hard-wearing material. To enable this work, the plans include renovating both the substrate and the waterproofing layer. The operations also include the arrangement of the curbs of the pavement. Finally, at the end of the entire intervention, the road surface will be redeveloped and the joints replaced.

The first phase of the work, which has already been completed, focused on the north side of the bridge. It included the repositioning of all sub-services (such as cables and pipes) under the pavement, the construction of two inspection chambers to allow access to the systems in the event of future interventions without the need to demolish the pavement, and the structural restoration and reconstruction of the plasterwork inside the bridge, together with cleaning of the parapet.

Work is currently underway on the south side, which consists of the internal structural restoration of the bridge and the restoration and cleaning of the parapet plaster.

Work on the pavement and utilities on the south side will resume after the Jubilee Year to avoid negative impacts on traffic. This is because these operations require the occupation of the left lane adjacent to the pavement.

Bridge Maintenance Plan

The plan includes maintenance work on joints, supports, water collection systems, cleaning up weeds, replacing guardrail barriers, and upgrading the pavement. The areas covered by the intervention will be:

  • Ponte Marconi; 
  • Viaduct at Via Palmiro Togliatti overpassing Via Collatina Vecchia and the FS line;
  • Ramp connecting A24 and East Orbital Road (Tangenziale Est); 
  • Via Nomentana flyover at Caserma Aimone Bianchi height overpassing the East Orbital Road;
  • Elevated causeway from the Prenestina interchange;
  • Ponte della Scafa;
  • Via Alessandro Ruspoli/Dragoncello pedestrian bridge;
  • Cristoforo Colombo Viaduct;
  • Via Mario Pastore Highway A1 Flyover;
  • Via Flaminia Bridge;
  • Flyover of Via Leone XIII overpassing Via Aurelia antica (Villa Doria Pamphili);
  • Bridge in Via Portuense over the Fosso della Magliana;
  • Cristoforo Colombo flyover overpassing Via Dell’Atletica and Viale Del Pattinaggio;
  • Cristoforo Colombo Viaduct over EUR Pond;
  • Elio Chianesi overpass GRA flyover;
  • Foro Italico flyover (Ponte Morandi) on Corso Francia;
  • Tangenziale Est (East Orbital Road), sections from Viale Castrense and Via Prenestina;

At present, about 12 km of infrastructure including bridges and viaducts have already been upgraded.

Special maintenance and replacement of road hydrants

At the end of July 2023, a contract was launched for the renewal of Roma Capitale's road hydrant fleet, consisting of about 2,000 elements. The intervention consists of replacing the operating parts (end caps) with a new type of head, equipped with sensors, GSM card, and SIM card to monitor pressures, opening/closing events, and maintenance status. This contract also includes new installations, platform and registry management, and emergency response. 

Among the new elements and the old, there were 3,289 hydrants on the road in October 2025. In 2025, 279 heads with sensors were installed and 10 new generation devices were added to the hydrant park. In 2026, 400 heads with sensors will be installed (200 ready and 200 coming soon), accompanied by 50 new generation hydrants (15 ready and 35 in delivery). As an extra supply for emergencies, 50 traditional hydrants remain available.

Alta Farnesina Collector

In the area of the Foro Italico, Roma Capitale is moving forward with work on a system that will ensure proper drainage of rainwater. The intervention aims to prevent flooding in the areas of Ponte Milvio, Corso Francia and Tor di Quinto. The works, which began in December 2022, will be completed by the second quarter 2026 and will include the re-functionalisation of the old structure and integration with other collectors in the area.
