Roads Plan: maintenance of the main road system of Roma Capitale

Roma Capitale is allocating approximately 800 million euros to upgrade the main road. This is being financed through a combination of Jubilee funds, the Roma Capitale budget and other state funding sources. 

The Jubilee has allocated a 329 million euros for the main road system, with 102 million euros of this sum provided by the Ministry of Infrastructure and Public Works (47 for residential roads with the intervention Extraordinary maintenance of the main road network; 31 millions for historical pavings with the interventions Via Giulia RedevelopmentRedevelopment of historical paving: extraordinary maintenance of Via Crescenzio and Via Cola di Rienzo, Redevelopment of historical paving: extraordinary maintenance of bituminous conglomerate roadsRedevelopment of historical paving: transformation of the roadway from cobblestone to bituminous conglomerate and vice versaRedevelopment of historical paving: extraordinary maintenance of cobbled roads and Redevelopment of historical paving: extraordinary maintenance of paving in front of Jubilee churches; 14 millions for Lugotevere roads and bridges with the interventions Extraordinary maintenance and resurfacing of Lungotevere and its bridges. The remaining part is financed by municipal budget funds and state funding.

The main road system, where most of the city's traffic passes through, is managed directly by the Department of Infrastructure and Public Works, starting from November 2021, has created the Piano Strade plan that aims to the thorough upgrading of more than 700 main roads, totalling 800 km. The plan is implemented with mostly nocturnal construction sites, to reduce the impact on city life. 

As of December 2024, about 70% of the roads have already been redeveloped, for over 600 km of the main road system, with an expenditure of over 300 million euros. Among the most significant interventions, the Department of Infrastructure and Public Works has completed a major unfinished task: the adaptation and enlargement of Via Tiburtina to the G.R.A., a project that has been awaited for 19 years.

Each Municipality will be involved at an early stage in the selection and planning of interventions. The aim will be to strike a balance between the global importance of the event and the promotion of the territories involved. The project will envisage one or more interventions per Municipality, ranging between new works of territorial characterisation and redevelopment of existing sites, in order to emphasise the identity of the places concerned.

Construction of the “Rino di Vito” Multi-purpose Centre

Restoration of the exterior area of the Albergotti Auditorium

Redevelopment of the Niccolini “Monteverde Vecchio” Local Market

The project will involve the redevelopment of the Niccolini local market in the Monteverde Vecchio district. All vendors will be relocated to the section of the street between Via Federico Torre and Via Alberto Mario, which will be pedestrianized to create an open-air market.

The new stalls will be available in two types of modules based on merchandise categories: 16 square meters and 24 square meters. To these will be added 12 square meters pitches. With the completion of the works and the creation of a suitable market space, the area will undergo urban planning changes and be designated for local public services, by Order of the Extraordinary Commissioner for the Jubilee of the Catholic Church 2025.

Centro Sociale Anziani "Liliana Toti" pre-cantiere

Regeneration with energy efficiency measures and elimination of the architectural barriers of the “Liliana Toti” Seniors Citizens Social Club, formerly Parrocchietta

The "Liliana Toti" Senior Citizens Social Club is the subject of a restructuring and redevelopment intervention within the framework of the 2025 Hope Jubilee programmes.

The works will involve both the external and internal areas of the Club, with a view to improving services and ancillary spaces for activities including aggregate, animation, sports and cultural pursuits. 

The project aims to make this space a crossroads of opportunities, a hub of social and intergenerational interaction through the involvement of young people and peer-education, as well as a to be centre a for the community and personal services. 

The main areas of intervention will be three:

Energy efficiency interventions according to the bioclimatic approach

The first room, located to the northeast, will be transformed into a "winter garden and summer patio". This will be a space delimited by the existing perimeter masonry, suitably and thermally insulated, freed from the roof slab to obtain an "open air" place useful for cultivating plants and for admiring the sky vault. 

A green roof of the environment will be created with self-regulating vegetation. 

The works also include the road arrangement with widening of the pavement, which will be planted with trees to shield the light in summer and let it filter in winter.

Structural consolidation with the reinforcement of existing material

The building will be preserved and regenerated while preserving its original character and eco-social footprint. The reinforcement of the perimeter and crosspieces, and waterproofing of the flat roof will be carried out.

The systems will be renovated in the name of new technologies, including resin flooring and coatings and the reorganisation of three accessible toilets.

Air conditioning, heating and cooling will be developed to ensure adequate seasonal ventilation with controlled manoeuvrability to minimise energy waste.

Furniture and furnishings items will be kept to a minimum by facilitating donations and attributions that are useful in recognising the place as "part of the house".

Integration into the urban fabric

The current project aims to establish a strong relationship between the CSA and the external environment. This will be achieved in particular by widening the pavement and the possibility of installing mobile seats outside.

Mazzacurati state pre-school, elementary and middle school reopening

After more than 10 years of construction, the school building was reopened in September 2022.

In the first phase of the work, classrooms for the pre-school were built and the gymnasium renovated, with additional works including waterproofing the building, replacing skylights and creating a Faraday cage. Currently, in the second phase, the micro-nursery and works related to the theater, the construction of the new multimedia laboratory and the upgrading of the outdoor garden are being completed.

Raffaello Cultural Hub at Via Tuscolana, 1111: restoration and development of the former gymnasium building

Roundabout intersection between Via Casilina and Via Siculiana

The work is strategic in nature because it is located on a key road such as Via Casilina and the intersection with Via Siculiana. The aim of the project is to improve traffic flow at a high-traffic intersection, prevent accidents, reduce travel times between neighbourhoods, and increase connections between the neighbourhoods along Via Casilina and the C metro line. The project involves the construction of a roundabout on Via Casilina at the intersection with Via Siculiana, an important road connecting the neighbourhood. In addition, a new road about 140 metres long will be built, complete with a rainwater drainage system and new lighting, to provide access from the Via Casilina/Via Siculiana roundabout to Via Carlo Fornara, with the aim of diverting traffic towards the Borghesiana/Vermicino neighbourhood. The aim of the project is to improve the connection between Via Casilina and Via Siculiana, i.e. the road leading into the neighbourhood between the Borghesiana and Fontana Candita/Due Leoni metro stations, as well as to strengthen the connection with the Borghesiana/ Vermicino neighbourhood through a new road linking to Via Casilina. The change to the procedural schedule is justified by the complexity of the design, which required more time and money due to the particular morphology of the territory, and by the need for expropriation procedures and fundamental urban planning changes in order to start the work. The intervention is divided into two functional sections and includes:

  • Section ID 159.f a: Section 1: roundabout intersection between Via Casilina and Via Siculiana for the construction of the north side of the road network, financed under Prime Ministerial Decree 11/06/2024, for an amount of € 1,000,000.00.
  • Section ID 159.f b: Section 2: roundabout intersection between Via Casilina and Via Siculiana for the construction of the south side of the road network and connection to Via Carlo Fornara, financed with funds from Roma Capitale's Budget, for an amount of € 1,570,000.00.
