SOSPAS: Smart on-street parking system

Project description

The hourly charging of parking on the road is undoubtedly one of the most effective levers to regulate the demand for movement and influence the modal choice.

The main objective of the SOSPAS project is to monitor in real time and manage the occupancy of parking stalls in the territory of Roma Capitale, both those subject to pricing and those reserved and those dedicated to loading and unloading goods.

Thanks to the monitoring of the occupancy status of the stalls through a data analysis center (Data Analytics), it will be possible to obtain a precise knowledge of the parking phenomena, providing an indispensable information base to define parking times and costs consistent with the management policies of a constantly evolving phenomenon. 

The SOSPAS system, designed for the monitoring of stalls, will not involve an automatic sanction route but will allow a timely verification of the occupation of the stalls and the analysis of data in historical series, useful for the management of tariffed areas (blue stripes). Subsequently, the system will be implemented to manage parking permits and occupancy, thus creating the basis for an automatic sanctioning system. 

The infrastructural aspects will concern the individual stalls, which will be numbered and equipped with occupancy detection systems, as well as the adaptation to the new pricing policies of existing parking meters and payment Apps.

This system will be implemented in several phases: 

• the first dedicated to the implementation of the centralised management system connected to the new C&CR (Command and Control Room). The system will be implemented on at least 2,000 stalls in full operation, compared to the approximately 85,000 total tariffed stalls, selected from those with greater parking congestion phenomena;

• the second phase will be dedicated to the extension of the system to a further 2,000 parking spaces, defined by the administration according to the needs and availability of funds (PN Metro PLUS), fully integrated into the system created with the first phase.

The system for the integral control of all parking spaces will be implemented with subsequent modules compatible with the SOSPAS system, once the related financial resources have been found.
