Line C, the third line of the Rome metro provided for by the General Regulatory Plan and confirmed in the Urban Plan for Sustainable Mobility approved on 13 December 2024 by the Metropolitan City of Roma Capitale, crosses the city from southeast to northwest, connecting distant urban areas and significantly expanding the existing metropolitan network.
The overall route of the line will extend for about 29 km and will include 31 stations. It originates in the Municipality of Monte Compatri, follows the track of the Termini–Pantano railway on the surface, then goes underground just before the Grande Raccordo Anulare. The line will cross the historic centre, the Prati and Mazzini districts and ends in the Farnesina area, crossing the Tiber river twice.
The route is divided into several sections (T1 and T2 of upcoming construction, except for the Venezia station already under construction; followed by T3, T4, T5, T6A and T7, with Graniti Depot in operation). The subdivision is linked to the availability of funding and the evolution of the regulatory framework for public procurement.
The T2 section includes the Venezia-Colosseum/Imperial Fora (excluded) functional sub-trait, with a development of about 250 meters up to the limit of the T3 section. The sub-track includes the Venezia station, the well of the Fire Brigade, the railway communication between even and odd track and a section of connecting tunnels, already built together with the tunnels of the T3 section.
The final design of the Venezia- Colosseum/Imperial Fora sub-section, including the Venezia Station, was submitted to the Conference of Services in July 2021, where it successfully passed the Environmental Impact Assessment (EIA) compliance check.
The total financing of the intervention, equal to 755 million euros, is insured for 145 million euros by Decree-Law no. 133 of 12 September 2014, converted by Law no. 164 of 11 November 2014, and for 610 million euros from the resources provided for in paragraph 393 of article 1 of Law no. 234 of 30 December 2021 (Budget Law 2022), distributed by inter-ministerial Decree no. 97 of 20 April 2022.
The project was approved by Order no. 3 of 30 December 2022 of the Extraordinary Commissioner. By Service Order No. 35 of of 17 January 2023,, the Sole Project Manager (RUP) ordered the start of the executive design activities, based on the approved final design drawings, taking into account the requirements attached to the Technical Verification Minutes, and subjected the start of the work to the approval for the three parts of the executive design.
The first extract of the executive project of the sub-tract was delivered by the General Contractor Metro C S.c.p.A. on 13 and 17 February 2023, subsequently integrated on 18 April 2023. Subsequently, second and third excerpts were delivered. The documents were approved respectively with Act no. 13/Line C of 16 June 2023 (first excerpt), Act no. 16/Line C of 24 July 2023 (second excerpt) and Act no. 1/2024 of 10 January 2024 (third excerpt).
As of June 16, 2023, the construction site areas were delivered and, with Service Order no. 39 of September 22, 2023, the RUP ordered the start of the works of the Venezia-Colosseum/Imperial Fora sub-tract.
The Executive Work Schedule, updated to 28 January 2026, confirms the completion of the works by September 2033. As of February 6, 2026 (SAL no. 16 as of December 31, 2025), 16 Statements of Progress and 15 payment certificates were issued, for a total amount certified in favor of the General Contractor equal to 126,177,846.43 euros plus VAT, corresponding to approximately 21% of the total reference amount of the updated Economic Framework (€ 588,085,902.88).
